RSGC – STUDY IN RUSSIA IN MARCH 2019

The Russian-Serbian Humanitarian Centre continues to work to improve the skills of Balkan specialists. The Staff of the Center has done a lot, but more needs to be done, as qualitative and quantitative development will be structured by fire and rescue local units and their equipping with the latest models of special equipment – all this obliges the RSGC to intensify the process of improving the skills of the Balkan firefighters, developing for them in the universities of the Ministry of Emergency Situations of Russia appropriate training programs.

From 2014 to 2018, 534 employees from the emergency services of Serbia, Bosnia and Herzegovina and Macedonia were trained at the universities of the Ministry of Emergency Situations of the Russian Federation. The RSSC provides financial support for this humanitarian project, solves all administrative issues, develops a scientific and technical training base.

The staff of the Ministry of Emergency Situations, for their part, constantly maintains contacts with the RSGC and local educational institutions, trying to know the most popular educational and practical issues in the Balkan countries.

Between March 5 and March 7, a group of teachers of the Russian Ministry of Emergency Situations' Civil Protection Academy, headed by the Head of the Academy V.V. Panchenkov, visited Serbia. Director of the Center V.P. Gulevich introduced the guests to the current tasks of the RSGC and plans to modernize the training component of the Center in 2019.

On March 10, a group of Serbian cadets went to Moscow to study in a new discipline for the whole region – "instructors for firefighting and rescue from cars and railway tunnels." The development of road and rail communications, security measures and emergency response in the numerous tunnels characteristic of the Balkans obliges the national emergency services of the countries of the region to pay more attention to the need to have in their services specialists in rescue in underground facilities. For cadets, experienced employees of the Emergency Branch of the Serbian Interior Ministry, the academy's teachers focused on practical classes at the Ministry's training grounds in Noginsk and fire and rescue units in Moscow, which have training grounds imitating underground communications. Serbian colleagues participated in the practical teachings "fires and techniques of rescue in tunnels (metro)", studied theory and were involved in the development of skills in emergency rescue in the tunnels of the deep tunnels (metro). They also familiarized themselves with the technology of making fire and rescue equipment during a visit to the specialized factory "Prosor".

Attracting the latest developments in the professional field, the Emergency Branch of the Ministry of Internal Affairs of Serbia has asked to hold classes for its employees on the topic of the use of unmanned aerial vehicles. On March 25, these courses will be held in St. Petersburg for 36 hours.

It is extremely important to carry out in Russia the specialization of certified Serbian doctors on burn therapy, we can say a vital topic for the employees of the country's fire and rescue teams, performing their duty in extreme conditions with a constant threat of burns and injuries in the conditions of fighting fire.
