From January 29 to February 2, 2025, the Center leadership participated as observers in large-scale interdepartmental experimental research exercises of the forces and resources of the unified state system for the prevention and elimination of emergencies in the Arctic zone of the Russian Federation, titled “Safe Arctic-2025.” The event took place in 10 regions of the Russian Federation (including Karelia, Murmansk, and Arkhangelsk regions, among others), involving 200 specialists and 460 pieces of vehicles.
More than 50 foreign participants attended the exercises, including representatives from emergency services in countries in Asia, Africa, the Middle East, Europe, and the CIS, as well as delegations from the Ministry of Interior of Serbia and the Republic Civil Protection Administration of Republic of Srpska, Bosnia and Herzegovina.
Russian Ministry of Emergency Situations (EMERCOM) staff practiced responding to emergencies based on various scenarios, including train collisions and a bus falling through the ice; an avalanche at a ski resort; an accident at an underwater potentially dangerous facility; and a maritime accident along the Northern Sea Route.
As part of the event, an international conference titled “Ensuring Comprehensive Safety of the Population and Territories in Extreme Climatic Conditions” was held at the Northern Federal University named after Mihail Lomonosov. During the conference, the RSHC representative delivered a report on “The Role and Place of “Smart City” in Ensuring Comprehensive Safety of Population and Territories in Extreme Climatic Conditions.” The conference addressed issues related to the readiness of forces and resources to respond to emergencies under extreme weather conditions and discussed the integration of advanced international experiences in coordinating humanitarian responses to emergencies within the activities of EMERCOM of Russia.
